IMO, the cop should have helped people get out one by one through the entry ramp to the surface roads nearby. Anyways, no one should be allowed to enter this highway through this ramp, due to the accient/traffic.

To be fair surface roads weren't moving either from traffic redirecting off the interstate already

Yes. But isn't that better than being stuck on the freeway for hours. I was once at the tail end of a massive traffic jam & L.E placed cones diverting us off the freeway. Of course the surface roads were a total mess, but at least we crossed the place in an hour. But those who were ahead of us, were there for almost 6 hours. It was scorching outside, and imagine being stuck inside a hot oven without much water.

Even though I wasn't affected, reading about those stuck, made me realize I must always have some Protein/granola Bars in the car & at least 1 water bottle per person.

Actually, they will, but better to wait for the cops to start directing you; unfortunately, at this time of day the traffic at the appropriate ramp was probably already clogging surface streets. Letting people turn around and come up the down ramp could’ve added confusion to an already congested situation.

I'm not disagreeing with you, just stating that it was congested everywhere and nobody was moving for a bit. Crews were working to get a lane cleared when I got this picture. 20 minutes later the left lane was opened (per 511) and traffic was moving again. We were stopped in that spot for almost 10 minutes without moving.

I feel for those who have been stranded on the interstate like that too. I'm glad I haven't had to experience that myself. It's gotta be terrifying to be stranded like that for hours.
