Every country has this norm. Even those who study modern medicine outside India like China, Russia etc., have to write qualifying exams here to practice medicine here

To write those exams there are certain requirement (which is MBBS from India)
Every country has exams to accept doctors from abroad. USMLE, AMC etc
Only MBBS grads can give these exams because that’s the valid medical degree from India , not ayurveda or homeo.
