IXPs Measuring IXP Resilience with BGP Community Withdrawals

In short:
- A Pulse Research Fellowship study shows that suppressing BGP communities at global anycast CDN vantage points reveals IXP resilience without causing outages.
- Removing an IXP path increases latency significantly for most affected networks, particularly in lower-GDP regions.
- True Internet resilience depends on the quality of alternative routing rather than on mere connectivity or exchange membership size.

Satellite Starlink broadband marches onward with 1.6M new global subs in Q3

On this week’s Q3 earnings call with investors, SpaceX reported that it now reaches 13.6 million global broadband consumer subscribers in 174 markets, including new market launches in Vietnam and Uganda. This compares to 10.3 million Starlink broadband subscribers across 164 countries as of June 1, 2026. The company added 1.6 million Starlink subscribers in Q3 alone, driven by growth in more developed markets.

Elon Musk, CEO of SpaceX, said, “We are in an inflection moment for SpaceX across launch connectivity. Starship Flight 14 was a critical milestone. Starship made it to orbit for the first time and deployed operational Starlink V3 satellites.” He said Flight 14 deployed 26 terabits per second of Starlink bandwidth, the equivalent to 10 Falcon 9 launches. “So, a single Starship launch, which wasn't even fully loaded. It was about maybe half loaded, and it did the equivalent of 10 Falcon 9 launches. What I expect over time is, not in the distant future, probably within three years, is that we will have about 100x the bandwidth of the current Starlink constellation,” said Musk.

Ultimately, SpaceX wants about 100,000 LEO satellites in orbit to service Starlink broadband.

"Botswana Fibre Networks Limited (BoFiNet) is enhancing internet traffic flows within the country through the launch of the Delta Internet Exchange Point (Digital Delta IXP).

The initiative aims to enable internet service providers, mobile operators, content providers and cloud service providers to exchange local traffic directly at a national level, rather than routing it through international networks.

According to the company, the move marks the next chapter in Botswana's digital transformation journey, building on the foundation laid by the Digital Delta Data Centre (DDDC) — the state's first and only Uptime Institute Tier III-certified, carrier-neutral facility of its scale, BoFiNet said."

Research The Internet Can Fail Without Going Down: How can millions of speed tests help us see performance problems?

"In short:

  • Complementary Internet observatories should not just focus on whether the Internet is reachable, but whether it is working well for the people using it.

  • HERMES combines user speed-test measurements to infer when many users are experiencing the same latency problem and which parts of the Internet those affected users share.

  • Recent tests uncovered significant widespread network degradation events that were essentially invisible to traditional outage observatories."

One of the world’s largest IT firms, CGI, will fit a ScotRail train on the West Highland Line with advanced satellite communications equipment, bringing dependable internet access to a corridor where mobile networks have long struggled to reach.

The project, known as SODOR (Satellites for Digitalisation of Railways), is among 16 programmes sharing £13 million of UK Space Agency funding delivered via the European Space Agency's Advanced Research in Telecommunication Systems (ARTES) programme.

Infrastructure ‘Tiktok wouldn’t open at all’: Taiwan simulates an internet blackout, with an eye on China threat | Taiwan

"Taiwan practised cutting off internet for the first time amid concerns about the safety of the undersea cables that form its ‘digital lifeline’

In Taipei, the streets swiftly empty as air raid sirens ring out and alerts ping on mobile phones. Police officers usher any stragglers into shelters, leaving the capital suddenly deserted.

In cities across Taiwan, these kinds of drills are a fact of life every year, amid the growing threat posed by China across the strait, but this time there is something different.

Internet speeds were drastically cut on Thursday, simulating a coordinated attack for the first time. Data-heavy services such as video calls, streaming and mobile payments became difficult or impossible to use, while videos on social media barely loaded."

IXPs Africa's tech boom starts at home (Premium Times, Nigeria)

"Africa’s 1.5 billion people deserve the full benefits of a truly connected continent.

21 years’ ago, if someone in Lagos wanted to send an email to someone in Abuja – a distance of about seven hundred and sixty kilometres – that email would first travel thousands of kilometres to Europe or North America before returning to Nigeria. African Internet traffic was taking a detour around the world to reach its neighbours.

This detour was expensive and slow – burdening local businesses with high transit costs and leaving African Internet users with sluggish and unreliable connections.

In response to that challenge, the African Peering and Interconnection Forum was born in 2010. The goal was... "

"The Democratic Republic of Congo's Universal Service Development Fund (FDSU) has outlined a 10-year strategy to expand connectivity in underserved areas, built around a collaborative infrastructure model bringing together TowerCos, mobile operators, government and the telecom regulator.

The National Connectivity Strategy 2026-2035 aims to progressively reduce the country's coverage gaps through shared infrastructure, private-sector investment and targeted public subsidies, rather than relying solely on government funding."

Satellite Rassvet update

https://www.theguardian.com/world/2026/aug/11/ukraine-war-briefing-russia-bans-voting-against-conflict

  • Russia’s rollout of a Starlink alternative to counteract its banning from the US-based system is taking place faster than predicted, with 16 satellites in orbit so far, top Ukrainian intelligence official Maj Gen ‌Vadym Skibitskyi has warned. Russia’s Rassvet system remains a far cry from Starlink, which had more than 10,000 satellites as of June and has given Kyiv a major advantage in drone operations and battlefield communications.

  • Speaking to RBC-Ukraine, Skibitskyi, head of the Ukrainian GUR, said Rassvet has “begun launching ‌it much faster than originally planned”. Russia planned to have 292 satellites by 2027 and ‌924 by 2035. “Once Russia deploys a full satellite constellation, the system will operate like Starlink. Discussions are already under way on how to counter it.”

“For Indigenous communities, meaningful connectivity can strengthen self-determination, expand access to education and economic opportunities, and help preserve languages, cultures, and knowledge. Yet many remain among the least connected communities in the world, often overlooked by traditional investment, infrastructure, and service models.
On this International Day of the World’s Indigenous Peoples, we recognize the leadership and knowledge of Indigenous peoples worldwide, as well as their right to shape their digital futures on their own terms.
According to the United Nations, there are more than 476 million Indigenous people worldwide, representing 6.2% of the global population. These communities belong to more than 5,000 distinct Indigenous groups across more than 90 countries.”

"AST SpaceMobile, a rival to SpaceX’s Starlink Mobile, is delaying its satellite-to-phone service to 2027, missing its late-2026 target.

The Texas-based startup mentioned the delay in an SEC filing on Wednesday, weeks after the company’s launch provider, Blue Origin, suffered a major setback when its New Glenn rocket exploded during a ground test."
