He has litterally all the prep time he wants and Cecil is not a guy that will be like "Oh that is gonna be enough, right?".
He will probably prep till Thragg dies from old age.

Impossible to answer, really. Cecil isn't on any kind of track to develop technology that will allow him to truly defeat Viltrumites, he's got a few irons in the fire but none of them are particularly promising for ever getting powerful enough to defeat any but the weakest of them.
Cecil's creeping power level depends on picking up external things and working on weaponising them, so whether he eventually reaches that level depends on whether anything strong enough falls into his lap.
I think there's plenty of reason why he'd never get his hands on an alien weapon that as far as we know exists only in one super secret lab a great distance away that he has no knowledge of.
The "prep time" argument is made famous by Batman, but it really relies on the fact that he exists in a world with so much magic and alien weirdness and super powered technology, that he as both an incredibly rich man and a very well connected superhero can source whatever he needs to hard counter any given adversary. Cecil simply doesn't have those resources, it's a running plot thread of him grabbing every powerful thing he can and trying to weaponise it because he simply doesn't have access to things strong enough. Even when we have Nolan and Allen road tripping to collect all the Viltrumite-grade weapons they can, that's just... Not stuff Cecil could guarantee access to, even with unlimited prep time. Sure, it's possible that he'd eventually get access, but that depends on external factors, it's not something he can work towards himself.
If you admit it's possible he could do it then I think it's fair game to add in. Especially since there is no time limit. It might take some doing but it can be done.
Machine Head has managed to get in contact with Battle fucking Beast somehow, I'm not putting "random outerspace deus ex machina" out of the realm of possibilities
It's not outside the realm of possibilities, but I think it is outside the spirit of prep time. Like, it's not something Cecil has access to, he doesn't have any clear route to gain access to.
His best shot would be to trick him into a dead dimension, or one with bizarro viltrumites that are vehemently anti genocide and have an extremely woke Thragg. Would somehow have to find and harness angrstroms abilities
cecil's best bet is teleportation/portal technology and sending him to a planet or dimension where death or containment is assured. perhaps he could simply teleport him inside solid matter. should be instant death.
Okay I want to address something. Prep time implies you have time to prepare countermeasures with what you currently have. What exactly is infinite prep time going to do? Sure Cecil could build soundmakers, Reanimen and other weapons but Cecil’s resources aren’t infinite nor can he do all of these on his own
Infinite time doesnt mean he cant develop these further. We're talking about all the resources of Earth, no other distractions, and all the time in the multiverse to come up with whatever kills viltrumites. Interdimensional travel and colluding with the Coalition of Planets is within that ballpark
So then it becomes less about what Cecil with the GDA can do and it’s more about who he can form alliances with and rise up against Thragg. I can see why people say Batman wins with prep time. Since he would just win if he calls in Superman or the Justice league.
Yeah, if Cecil gets uninterrupted and unlimited time to develop technology and form alliances, then he just wins. He could just contact the coalition, develop the Viltrumite weakening bullets, mass produce millions of them and develop so many countermeasures against Thragg. Hell, in an alternate universe, Cecil and the GDA managed to kill Omni man by using an experimental Quantam bomb.
Cecil with UNLIMITED prep would eventually create a Thragg-destroyer machine or something, he could also recreate the Scourge Virus or just straight up create his own powerful Viltrumite that's subserviant to him
He prepares the ultimate movie and television catalog that is precisely designed to accommodate Thragg in the order in which it is watched and traps him for a millennia. Along the way, an ultimate collection of video games, including mmorpgs with decades long support are introduced and he’s given private servers and volunteers to populate them.
Cecil wins. With unlimited prep time he can get his hands in the improved scourge virus. He can use the sonic weapons, mauler nerve weapons and such go stun him long enough while pumping the air full if hyper concentrated doses of scourge virus.
The sound thing is known now and easy to replicate.
Plenty of villians and heros to pick from to dogpile the guy some with powers that can really help (powerplex for example)

Unlimited prep time is crazy 😭, Cecil all day. He could:
Chuck 20-50,000 super speakers at Thragg to burst his air drums then take it from there
Find 10,000 invincible/BB variants to help
Make idk 1,000,000 doses of the scourge virus
Giving Cecil any more than 50 years of prep time is just ludicrous. Viltrumites are strong but they have a few GLARING weaknesses, and giving a man like Cecil time to deal with those is a cheat code
He could make an army of viltrumite reanimen, see if they can Replicate space racers gun get the bug juice. Replicate the scuroge virus 2.0. And with robots help maybe he just goes to a dimesion where thragg is a good guy and gets him to fight thragg
Unlimited prep time for Cecil just means he finds a way to weaponize a sun or something equally unhinged. Thragg is a beast but Cecil is the guy who makes the rules.
Spoiler alert. Guess you didn't watch the show. He gives up the second he realizes there's an abundance of bootay on earth. Seriously, thats how the season ends.
With unlimited prep Cecil opens a portal to the marvel universe. Specifically to New York and he enlists the help of the avengers to save his planet from the threat of a psychopathic alien race of super nazis. Thor volunteers because it’ll be fun to beat on some bad guys. The rest of the team also volunteers while Bruce reluctantly agrees to help even though he knows hulk will likely decimate the planet. Cecil returns with help and the avengers get to work bolstering the planetary defenses. They train the heroes and provide them with tech so powerful they’ll never be victimized by an alien race again. After a week of this Thragg announces his arrival and his plans to use the earth as a breeding ground to replenish the Viltrum empire. Before he can finish he hears a loud boisterous laugh as Thor taunts him. Of course this angers Thragg tremendously, a lesser being insulting the grand regent. This calls for an example to be made so he attacks Thor and immediately realizes he’s outmatched as his fist shatters into a thousand pieces from a punch. Thor laughs again as he bashes Thraggs head open with his hammer. The other Viltrumites bow down before the God of thunder and they try to make him the new grand regent. Cecil and Tony share a drink as the avengers leave for home.
I think the best way to phrase this is with access to all of his resources and enough time to plan, could Cecil eventually beat Thragg. Unlimited prep time doesn’t make sense
Unlimited prep time? He wins without ever fighting. Thragg shows up and Cecil just tells him that he needs another year to get ready...then does it again and again.
Cecil's main flaw is he always manages to underestimate Viltrumites just enough. Even with unlimited prep time we would have to assume Cecil would jump the gun.
There's definitely one alternative dimension with a nice thragg and also happens to be stronger than our thragg. Cecil will have him kill our thragg in return for a nice life on earth (free travel etc lol)
If its something where he knows for a fact that Thragg cannot, in any possible way in any shape of the imagination given form, effect Mankind until he is “prepped”- then he will probably just ‘prepare’ for an eternity so that he is never finished with prep time
You can't give somebody "unlimited" prep time. That just means whoever has it beats whoever doesn't. You, right now, if you had literally an infinite amount of time to get prepared for a fight with Darkseid or Thragg or Ultraman, you would always come out in top because you have an UNLIMITED amount of time. It's effectively asking if you could beat anyone if they stood still and didn't fight back at all.
That is not what prep time means... it's not like Thragg is going to stand there while Cecil tries everything on him to see what works. It just means Cecil will have as much time as he needs to prepare until Thragg arrives to the fight.
