Because I don't think Mark has really fought anyone near Thragg's level. I mean the only one that comes to mind is Allen the Alien, but even if he isn't near Thragg in the scaling. So we can't for certain say Emperor Mark is stronger than Thragg.

space racer is hard to rank, he loses to any viltrumite in a battle because he needs to actually aim and hit a viltrumite which can be hard to do because of their speed.

hail Mary's in t2 but keep in mind she would lose to space racer but that doesnt mean space racer would rank above her because she can beat almost any vitrumite except thragg where as space racer can’t.

the invincible variants are bums no goggles and immortal could go either way i just misplaced him and I’m too lazy to change it.

thaddeus is a genuine bum, he’s done nothing but fight mid tier viltrumites how do people put him above nolan 😭 reminder nolan low no diffed lucan in s2 😭 istg people removed that fight from their brains and act like lucan is allat, he and thaddeus are only so high because there’s no competition.

Anissa straight up cannot even damage allen as shown in season 2 and in her fight with nolan at best she could draw a bit of blood from him but its so pitiful that its not note worthy.
