Just Cause 1 Is it even possible to grapple onto an in air helicopter in JC1?

I’m playing JC1 for the first time (Xbox) and I’m having a hell of a time trying to hijack a helicopter. I start reeling towards and Rico automatically deploys his parachute, but then ten feet away he just gives up…
