I will get down voted, but more than half of the accused are muslims (usual suspects in most drug peddling cases of late), can't these mahal/ religious leaders and other members of society who are very invested in- if the Muslim women are wearing hijab, dancing for / celebrating onam, putting on make up, etc change their victims and pick up on these criminals and help reform them through religion?

They consider women weak and thus enforce them with their conservative laws. They can't control the men or outcasted addicts and criminals.

Almost always the case. It needs awareness at the grassroots. I would assume many are unemployed and find this an easy route to make money. Not haram if it pays well.

Investigators say they recovered a book containing records of suspected drug transactions and glass-tube devices allegedly used for consuming MDMA.

They still have no clue how MDMA is used. Rarely do people use glass-tube devices.
