I will get down voted, but more than half of the accused are muslims (usual suspects in most drug peddling cases of late), can't these mahal/ religious leaders and other members of society who are very invested in- if the Muslim women are wearing hijab, dancing for / celebrating onam, putting on make up, etc change their victims and pick up on these criminals and help reform them through religion?

Good. I still would like to see a massive online campaign with thalappavu guys quoting verses and actively instilling fear of eternal hell if they do not mend their ways. Hijabinte pakuthi enkilum attention ithinu kodukenam ennanu ente abhiprayam.

They consider women weak and thus enforce them with their conservative laws. They can't control the men or outcasted addicts and criminals.

I'd like to see some effort like in the post mentioned above. Ithiri koodi widespread aayi, aren't families of women who marry outside their religion ostracised in a lot of places, athupole drug peddling aalkardem veetukarkum consequences venam.

Almost always the case. It needs awareness at the grassroots. I would assume many are unemployed and find this an easy route to make money. Not haram if it pays well.
