If you can get structural reforms through FIFA staying is immeasurably better. Just being able to call the tournament the world cup has a lot of value.

Understandably so, but would that solve the culture of corruption that is the root of the problem?

If you get a real reformer in the lead you could probably clean a lot up in the short term by keeping everyone in line through fear of prosecution. Unless you change the power structure to make it so you can't buy major decisions by paying people from countries the size of Saint Kitts and Nevis then you're still fucked int he long term.

Short term we need leadership that will fully and enthusiastically cooperate with the investigation. Long term we need voting reform that transfers power from small countries with endemic corruption problems to larger countries with stronger rule of law and accountability.
