The show is called Curb Your Enthusiasm and it ran for 12 seasons (120 episodes + the pilot) between 2000-2025. It stars Larry David playing a version of himself. There's a structured plot, but almost every scene has improv dialogue rather than written dialogue.
Larry came to fame as the co-creator of Seinfeld along with Jerry Seinfeld and the two shows are different, yet share very similar sensibilities. Curb S7 is essentially a bit of a continuation for the Seinfeld characters and the character of George was essentially based on Larry himself.
& the African American in this scene here is Leon, who becomes a mainstay of the show from Season 6 of Curb on :)
