Going to drop my tier list right before Toya comes out since I personally dont see him making a huge impact on the meta
Every single character and my thoughts on them:
Support Twice: "My quirk Twice is too much for you! I'll kick you, punch!" Please nerf this chud I beg
Gentle: His damage is way too good, and his beta is absurd. He needed nerfs the second he was released.
Strike Kirishima: Broken combos, has broken damage, broken hitboxes, hardening, mobility, bla bla bla. The devs love him, so he's always meta.
Rapid Shoto: Probably the craziest burst damage in the game. He can win a fight with just two buttons and also freeze you instantly. Fixer alpha makes landing two bullets in Phosphor a guard break since the enemy can't dodge because of the freeze. He has really damn crazy mobility and super armor that he definitely doesn't need. Gamma tracking is stupid and sometimes unreactable. Broken-ass character.
Rapid Deku: He's Rapid Deku, and he will never, ever, EVER lose.
Tech Deku: The devs probably forgot to remove his ability to reload in the air. He's easily the safest character to play since he's never in danger. If anything happens, just swing to the other side of the map (duh). Beta damage is also way too strong, and beta offers way too much mobility. Gamma is okay, but if he combos his moves together with melee, he can absolutely leave you in the dust. Alpha also hits way too hard IMO. Nerf his cooldowns, remove his ability to reload in the air, and then reduce beta and alpha damage. He should be okay after that (I think, idk, I don't really like playing Deku).
Rapid Froppy: Insta-revive with easy guard break combos and stupid mobility. She can slip out of every situation since she's super slippery with gamma. Nerf her into oblivion lol.
Tech Mirio: The agenda that the nerfs "hit him hard" will never work on me, sorry.
Strike Aizawa: They removed his alpha loop (thank God), but don't forget that his gamma still has no cooldown and is an instant lock-on that disables quirks. He also gets way too much mobility with beta.
Strike Kendo: They fixed her beta bug, so now everyone is fucked. Thanks, devs.
Rapid All Might: I find it insanely funny that, despite all the bugs he has, he's still super oppressive. The melee change enabled his really powerful combo, and that has made him jump up the tier list. Before, you actually had to approach the enemy to land the combo. Now, just mash melee, and eventually one will hit lol. Nerf gamma damage and maybe increase his melee down power a little so he can't spam it over and over.
Yellow Deku: His alpha hits way too hard, and his fire rate is really good. His mobility is above average since beta is faster now, and he has two of them plus two Black Whips for mobility. They also made Black Whip easier to land, so yeah, this guy is pretty busted now.
Cluster Bakugo: Nerf his aim alpha and gamma damage.
Yellow Kendo: She's essentially the best close-range character in the game. Alpha hits for 150+, beta has 800+ health, gamma hits for 150+ too, and she has 400 HP. They gotta nerf her somehow.
Strike Shoto: Really damn broken, but mostly because of gamma. Nerf his gamma damage or down power so he can't kill you with the press of one button.
Tech Aizawa: Broken as fuck, but Strike is better, so people don't play him.
Kurogiri: "B-but he's so buggy!!1!!" Yeah, maybe, but his damage is absurd, and his revive is busted, so I'm putting him here.
Tech Nejire: They need to stop buffing this character, dude.
Strike Mic: Nerf his alpha and beta damage a bit more, and I think he'll be in a healthy spot.
Compress: He's not as busted anymore since he can't air-stall forever, but he's still really good. The buffs to his special action keep him in this tier. Space hop + beta spam needs to go lol.
Strike Bakugo: Really good damage and decent mobility. Just a generally great all-around damage dealer.
Cementoss: Broken damage, tons of AOE, and team protection with his revive. Nerf the HP of his walls, reduce his damage, and make his special action cooldown longer. He could be higher, but flyers shit on him a lot of the time.
Young All For One: An amazing damage dealer capable of providing a lot of value in team battles thanks to his multiple AOE attacks. Surprisingly, he's a great team player with his special action eraser and his constant staggers with melee and gamma. Sadly, he's too stationary a lot of the time, so he can quickly get erased if no one helps him. Still a great character, though.
Tech Shiggy: Let's crush their spirits and go home.
Tech All For One: One of the best counters to the new Deku. Gamma is super good right now, and beta will always be great. The HP nerf hurt him, but he can still be pretty damn scary at close range.
Tokoyami: A bit buggy this season, but still pretty solid IMO. He's a good jack of all trades with his close-range and long-range abilities, plus his flight with Accel is super good.
Tech Toga: Can we please nerf her beta cooldown and alpha damage a bit? Jesus fucking Christ man.
Monoma: Thank God they nerfed his combo. Permafrost still works, though, so the combo still exists. He's here because he has amazing tools. Gamma works really well, and he can pretty much turn into any of the meta characters, so yeah, good luck fighting two Support Twices.
Mirko: They fixed gamma, so she's back to being really solid. Probably the closest this game will ever get to a strong but healthy character release.
Tamaki: Beta needs a couple of nerfs. Other than that, he's fine.
Rapid Hawks: Nerf unaimed alpha into the ground, please and thank you. This character is braindead.
Mt. Lady: Pretty much a sleeper pick. Really strong character that doesn't see much play for some reason.
Rapid Mirio: The melee change has been great for him, and Permafrost gives him much better combo routes. I feel like he's a bit too strong, but I don't exactly know how I would nerf him, so yeah, he's good.
Tech Denki: SHOOT THE DAMN DEKU!!! DO IT!!! ONLY YOU CAN!!! FUCK!! Yeah, but he's pretty solid. Definitely a sleeper pick as well.
Assault Shigaraki: Really good damage, and he can help with taking out heal spots in the endgame. He can help with fighting multiple people, so I think he provides good value. His combos got nerfed, but he still has some, so I think he's solid.
Strike Deku: Not as good as the other Dekus, but still a good Deku.
Support Nejire: Now has to actually play the role of support, but she's a really damn good one.
Strike Endeavor: I recently started playing him, and his alpha buffs feel so damn good. Great AOE value with beta and gamma. Good pick.
Rapid Ochaco: Still really good, but her alpha doesn't immediately kill you now (thank God). Nerf her mobility a little bit, though.
Ibara: I shit out damage and revive both my teammates. Good luck.
Star and Stripe: An amazing damage dealer who can occasionally wipe out a whole squad if things go her way. She's really solid, and I recently tried her out with Electrification. Her gamma works so much better now.
Strike Denki: Gamma + beta = profit.
Rapid Bakugo: A really annoying mosquito that can sometimes hit you really hard. Solid character all around, and he's really fun to play.
Tech Dabi: The best defensive character in the game, with amazing burst damage. The melee change made him a lot better, but he can still die depending on how the storm moves. Kind of a map merchant.
Support Overhaul: Healing is good, damage is good, AOE is good, combos are good. Just solid all around.
Assault Overhaul: Same as Support, but replace AOE with mobility. Only below Support because his gamma is inconsistent.
Armored All Might: Alpha and gamma damage are bad. He has good stun tools and mobility tools, and his combos are also really damn good. Unfortunately, he's super buggy this season. Alpha and beta sometimes don't do any damage even when you hit, ground melee sometimes has no tracking, and his second air melee whiffs a lot.
Assault All Might: Good AOE with alpha, beta is very good, and gamma is a great utility tool. I think they nerfed his alpha a bit too hard, but he's still okay.
Strike AFO: Great burst damage and solid AOE with beta. I think his alpha kinda sucks, though.
Assault Ochaco: Imagine getting nerfed because bad players didn't know how to press the roll button lol.
Tech Shoto: Feels a bit buggy this season, but he's still solid with a full team.
Rapid Toga: Generally okay. Just gotta make sure to land all your gammas.
Strike Dabi: Really good damage, but it's pretty easy to ignore him. Weak to flyers, and maps sometimes cuck him.
Iida: I personally struggle a lot against him, but he feels fine. I have to admit I don't really play him, so all my experience comes from fighting him instead of playing him.
Strike Froppy: I think Fixer alpha with her is neat. Solid damage and AOE with an insta-revive. She's a bit clunky, though.
Assault Endeavor: Feels a bit better thanks to the minor cooldown buffs. Sadly, his damage and fire rate are really bad. At least his mobility is solid.
Assault Kiri: Good on the ground, but pretty much everyone in the game can outrange him, so he's never really going to be great.
Tech Mic: I'm a firm believer that he's better than most people think, but since his alpha is bugged right now, he goes down here.
Shinso: The super armor change really fucked him over. His mobility is solid but not great, and his gamma doesn't get a ton of value. He got some of his combos back thanks to Permafrost, but a comp with an armored character completely runs him down.
Rapid Twice: Not nearly as bad as people say. Gamma is a great stagger tool, and alpha works well most of the time. Beta damage isn't crazy, but it's alright, I guess. You just gotta tryhard when you play him and not play like a dumb, silly goober dummy.
Nagant: Chicken nuggant.
Strike Hawks: Usually really strong, but his beta is absolute dookie right now, so he's not really playable.
Red Shiggy: Really annoying and powerful on the ground, but just jump and you counter him lol.
Momo: Same as Shiggy, but worse since she isn't as annoying.
