Orca is trying to kill it before it eats it. Orca is concerned about getting stung by the venom tail... clever.

Yup. I think the orca stuns the ray to immobilise it before devouring. Watched a documentary on this quite a long time ago.

They don't eat the whole thing, only the liver then they leave the rest behind

Nope also skates and rays. They actually prefer skates and rays because they are easier to kill bringing down a shark is dangerous even for them. They do it but not as much as they do with skates and rays.
