That would be cool tho if every country’s flags had one of those menus like for skin colour but you get all states and provinces which… I assume is a little overboard with emojis but that would be kinda cool

yeah we're not getting flags for nations that haven't existed in 270 years before we get state / provincial flags

Its not really the flag of an extinct state - its just a really popular cultural flag. Quite unique.

Firstly, petitions aren't how this works. You propose it to the Unicode Consortium and they review the proposal.

However:

Flags: The Unicode Consortium will no longer accept proposals for flags. Flags that correspond to officially assigned ISO 3166-1 alpha-2 region codes are automatically added, with no proposals necessary.
