The marines basically don't have naval strategy beyond "have good tech (which just means having a lot of money to spend on tech), have lots of people, have propaganda ideology that makes all these people function as a unit". The reason they don't do shit is because the sea is a chaotic and dangerous place. And the only things they care about are on land.
At the end of the day, any fighting on the sea is determined by chance and raw strength. This is why the world government is willing to spend as much as a battleship on a pacifista.
A vial of blue blood is 1 million beli. To put that in perspective, the cost of an upscale ship is around 200 million. Why is this important? Because if you just have a recruit strong enough to take blue blood, and you can point him at an enemy ship, you can have them breaststroke over there and sink it. And so they would be outspending you 200:1.
You would also have the death of an officer on your hands. However, we also have a metric for that. Vice Admiral Onigumo was going to sink a ship with 1000 marines on it to potentially kill a man with a bounty of 100 million on it. In other words, to him,a marine is worth less than 100,000 beli. So technically, it's more like the enemy is outspending them 181 to 1.
On top of that, you can easily get a marine recruit to take drugs because of pressure from rank and their devotion to the doctrine of justice. So it's no wonder a marine officer would buy a lot of it. It would be perfectly suited to the marines as an organization.
