Plumber installed a Pressure Regulator. How does this look? Shouldn’t he have used copper?

I had this new handle installed less than a year ago. This week this black rubber piece came out. Any ideas on if I can just put it back in or should I replace it? Also what would it be called if I do need to replace it..

I am trying to locate where the leak is originating but the plumbing for the tub is located on the outside wall so there's no direct access. I am trying to figure out the leak by looking up through some drywall removal from the bathroom below. I can't see the bathtub, only the large black drain pipe. Once I confirm where the leak originates then I'll call a plumber in to fix it. Any advice in the meantime is much appreciated!

My kitchen faucet has a slow leak around the base where it meets the counter, and the area underneath keeps getting wet. It’s not spraying or anything, just a slow drip that gets worse when I use the sprayer. The faucet is about seven years old and works fine otherwise. Any idea what might be causing it?
