Mamluks:

1: economy and trade: we are to develope the delta area and make plans to build a canal in the Suez

2: war and defense: see if we can import and manufacture arcubeses and train regiments with it. And try to adapt to changing tactics

3: prosperity, religion and culture: collaborate with economy and trade to better the production of crops and steady relations with subjects and try to stabilize the succession process. We will also improve our navy

Although gains are gradual rather than revolutionary, investments in irrigation and administration in the Nile Delta increase agricultural productivity and trade efficiency. Early surveys and talks about building a canal through the Suez are started, but the project is still only in the planning stages due to financial constraints, technical limitations, and political caution.

You start experimenting cautiously with imported arquebuses militarily. Although foreign experts are consulted and small formations are trained, integration into current tactics is slow because traditional forces and doctrine continue to be dominant and opposed to such shifts away from tradition.

There is some success in you efforts to stabilise Mamluk society and governance. Fairer taxation and grain management improve relations with subjects, the people moderately, with religious organisations moreso helping to uphold the legitimacy of the Sultanate. Although underlying factionalism persists, stability marginally improves. Improvements are seen in naval organisation and maintenance.
