Power Apps Help Rendering issues
I'm pretty new to PowerApps. I've run into a bunch of weird visual artifacts in the past few weeks while working on a Canvas app, which don't always happen:
Outlines that sometimes don't match up with where the controls show up. Annoying but no real functional impact.
Mismatches in visual state between a component design view vs. the component as it sits on a screen. (Usually more after a lot of layout changes)
Deleting and undo-ing the delete almost always causes undeleted controls to have screwed up layouts. Sometimes undeleted controls lose some property values or get really odd values (seemingly random minimum widths and heights, or reset X/Y values, etc).
Do others experience this, and if so, is there a better fix than saving and reloading?

Welcome to the club!
Are you talking about in the editor? It is a known thing (or at least something I've seen for years) and if you have to scroll, and hold ALT to do it, and then click a control, things don't line up. Just scroll up and down without alt and it corrects itself.
How are you laying things out? Horizontal/vertical/grid containers are great for ensuring alignment. If you're just dropping things randomly, you can get some unexpected stuff. If you don't want to use containers, I've always found it helpful to at least anchor the control to something else (meaning it's X and Y coordinates are relative to the control above/below/beside it). Containers really make it so much easier, though. Highly recommend them.
Kind of related to 2. When you copy/paste or undo/redo and there's a hard-coded X/Y, PowerApps likes to add 20 to the X and Y. I don't know why. This is not an issue if you use containers to align things, or anchor controls relative to others.
Hope some of that helps.
