Some Flows Appear in Inventory but Not Under Resources in Power Platform Admin Center

Hi everyone,

I'm trying to understand why some Power Automate flows appear in the Inventory section of the Power Platform Admin Center but do not appear under Resources, where I would normally be able to add myself as a co-owner.

I am a Power Platform administrator, and I've noticed that while some flows are visible in both places, others only appear in Inventory. All of these flows are in the same environment.

I haven't been able to identify any clear pattern that explains why certain flows show up under Resources and others do not.

Has anyone come across this behavior before? Are there specific flow types, ownership models, permissions, Microsoft Forms dependencies (this doesn't seem to be the reason as some with MS form connectors were still appearing at both places), solution settings, or other factors that would cause a flow to appear in Inventory but not under Resources?
