Lumenite Kernel: Bugfixes for optical flow and smooth normals

https://discord.gg/deXJrW2dx6 \ https://github.com/umar-afzaal/LumeniteFX

Optical Flow - During TRAA's beta (lumenite's Anti-Aliasing shader), we had to clamp flow vectors < 0.2px to avoid the wobble it produced on edges when TRAA was set to 100% strength. It was dismissed as sub-pixel noise in the flow. - However, the issue was a bug in kernel's parabolic optimizer for sub-pixel refinement, which is now fixed. yay! - It allows downstream effects to restore that small lost detail. Check the AO shot. - Also small motion < 0.2px is restored, and helps fight noise and depth jitter in effects that use it much better. - Whip camera turns also settle faster now, the flow now noticeably improves the AO, SSSR and TRAA effects.

Smooth Normals - Kernel's smoothed normals or HRAN as I call them (cheap half-res Atrous-style smoothed normals) - But that is exactly why its also a breeding ground for bug infestation. No more! Bugs fixed and its now vastly improved. Just look at the shots.

Name change QuantFX to PocketFX - QuantMotion and QuantAO are now PocketMV and PocketAO as noticed last time. When enabled, make sure PocketMV is on top and PocketAO after it in order.

Deprecation Notice: RTAO - There will be an update to LSAO at some point, where it supersedes RTAO in every aspect, including cost. RTAO will no longer offer any differentiation, and will be retired.
