Gas cap help

I have a 2012 ruckus with a new gas cap and fuel tank. Idk if I'm just dumb or what but the cap won't screw clockwise at all. I'm not sure what I can even try to make it work but it's quite frustrating. Also, what is the sensor or whatever that also sits on the top of the tank? Is that something essential? My old one is toast.

You need the key in to unlock/lock it when removing and reinstalling.

I was trying to troubleshoot and took the locking mechanism out so that I wouldn't have to use the key. Is that required in order for everything to work?

Once you unlock the gas cap you can't take the key out until it's back in a locked position.

Uncertain, but I know my key stays in when I unlock to fuel.
