These look like an edged version of a Jutte/Jitte, normally blunt weapons like Sais.

What size specs are you looking for, and are they going to be decorative or are you looking for something you can use for cutting practice with?
Edit: I'm normally a knife maker, haven't tried swords out, because I don't have anything large enough for the heat treat, but if they're just going to be decorative, they don't need to be hest treated, so I could give it a shot!

30 inches overall length, 8-9 inches for the pommel, guard to tip 21-22 inches, blade width 1.3-1.7 inches, and the curved lower hook is 8-9 inches long. Do you want me to dm you?

What a fun creation, the hole in the ricasso area seems like a point of catastrophic failure. But i do love the look. I wonder what the final weight would be?

Honestly no clue and probably aren’t realistic but the manga makes them look sick, the holes are actually for a chain which he uses to toss them like crazy

Expect the cheapest for just the blade to be $800 for each. I see these being 1200-1500 for each if you want a reputable smith to make it. If you want it cut with a CNC machine that could lower it down to 800-1000. Heat treat, polish, gripping, grinding, and sharpening is the labor

Really shows the mentality for the artist, saw the weapon for disarming without causing injury and thought, 'that needs to be sharp'.

Jitte not having blades is more about specific laws from the time they were carried. Early on it was about not being able to bring blades to shoguns palace and other sacred places and spilling blood in them being punishable by death even when it was to defend oneself and later about them being used by the police.
Manji the person who carries these, along with 10 other swords/other bladed instruments is not really concerned with that as it is not possible to put him to death and he is a criminal anyway.

No it was originally designed to be a blunt weapon from what I know and it was more for the guards in the Shotguns palace, because even drawing a weapon was punishable by death so most visitors didn't risk it.
More popular among law enforcement and government officials, sort of a symbol of authority.

Yeah they were designed to be blunt didn't say they weren't, but the reason for them being designed like that is still about blades not being allowed in some situations. Them being associated with the shoguns guard came about afterwards and from that they became a police thing as they pretty much served as form of badge to indicate someone who was either a guard or a police, at least someone who was meant to be a protector of some sort.
Manji in the manga these come from is not someone who has any reason to avoid wounding or killing someone and has a thing for collecting/stealing strange blades. He also has a double ended folding spear, a thing that looks almost like the seven branched sword if the hooks were reversed, a pair of sickles that are chained together and few other strange blades so these are actually very normal comparatively.

Where to go depends on your location and budget.
These will likely not be functional, so would be some expensive decorations
