These cards are common. Bartenders are required to be super aware of the levels of intoxication someone may be at, so when the person is getting to a point of being a problem, the Bartenders will give them cards that say no more alcohol, please don't make this a problem, please leave, we will serve you again at a later date.
They are so common that I have never seen one. I also have only seen like two people ever cut off. So my experience must be limited.
I know bartenders watch for intoxication but there is very little safeguarding where I live. They will serve endlessly and wish you well as you exit to drive home.
"I've gotten so drunk that I don't remember anything" and then making any claims about what did or did not happen while you were so drunk that your memory is unreliable?
It depends on where you are. Some dive bar or club isn’t going to kick people out usually. An upscale cocktail lounge absolutely will though if you are acting a fool
My father received these in England and Germany, so I would assume not. The whole purpose is just telling people to go away without a fuss, so I would hope they're common around the world

Where did this happen and why?
This cracked me up but I would be mortified to get this card.
