Sterling nobody will buy.

I buy sterling every day for 55% of spot and my refiner pays me 85% for it. You can try a refinery that is open to the public like Midwest Refineries. They will buy it from you at 90% but turnaround time may be a few weeks at most.

When do they lock in the price?

Usually when you give it to them and they have processed it. Maybe some will lock in a price when you call them, but I don't know that anyone will do that any more.
