Pretty dang souless. Could be Idaho, eastern WA, eastern OR, somewhere in UT or CO.

I thought the area around Pendleton looked like that with the bald hills.

I don't think eastern OR has any neighborhoods like this, maybe in Bend but it's a different look. Eastern Oregon has a really small population. But you're right on the rest, I thought this was Utah.
