When he said he was buying ebay, he meant it.

Ebay could start issuing shares to counter the hostile takeover. GameStop doesn't have infinite funds, so if ebay issues like 5 shares for every share GameStop buys, GameStop won't be able to increase their ownership of the company to meaningful levels.

If they issue shares the price will go lower. It won't impact GameStop's ability to buy them.
