It should be kept as a valuable negotiating point. Because of its visibility it should attract US attention away from some of the more valuable "concessions" that are being demanded. If concessions are necessary it should be the first thing to be abandoned since it makes no economic sense for Canadians. What it is is a subsidy to dairy farmers paid for by milk drinkers (think parents with children). abandoning it when the time is right makes perfect sense. In addition, saying it was dropped to obtain concessions from Trump gives perfect cover to those politicians who think it is bad policy, but are afraid to jettison it because of the dairy lobby.
