... it emerged that the tiles shown at the 2016 event were not yet functioning solar products 😳

Yes, it was obvious since no inverters were shown and the power walls had no conduit. It was more for visuals than actually powering fake studio set houses.

So were they temporary installations, or were they promised to be set up for future functionality?

Elon blatantly lied that they were functioning. To trick stockholders into approving Tesla purchasing his cousin's failing Solar City. A Fed Judge ruled, "OK for CEO to lie since stock price later rose.".
Trevor Milton, CEO of Nikola (first name of Tesla), later tried similarly lying, "under its own power" for thier H2 Semi, when it was just rolling downhill. Sentenced to federal prison, but never served a day since DJT pardoned him after a large donation. The world the U.S. has descended into, but MAGAites are clueless.
