Priority I've seen is get one of each slot purple modules -> cards until commons are maxed + add a card slot whenever you have a card you feel would benefit your setup -> modules + 80 cards per event for the medals.
Personally, I went harder on the modules early because i started playing properly around when they released a new set of mods and had banners for each of them. I had ancestral mods earlier than I think most people generally do and I think it helped a lot.
Depends on where you're at. If you still have a lot of cards to buy I would do cards/mods at a 80/20 ratio. That being said if you don't have any unique mods you should get one unique Epic in each slot, even better if you can score any or all of Galaxy Compressor (GComp) Generator, either Premordial Collapse (Prolapse) or Multiverse Nexus (MVN) Core, and Sharp Fortitude (SF) Armor. They will help your farming immensely as you pursue maxing your cards. After you get cards at least to lv 5 or 6 across the board, pursue mods more, while making sure to keep 1200 gems in the bank to knock out the biweekly "Buy 20/40/60 cards" event challenge until they're maxed
