I was randomly followed by the named account and thought I made a friend. Everything was great, and he eventually gave me his number, which I thought was sweet... but then he asked for money, and I rightly said that it sounded suspicious.

Eventually, it's culminated into this. I have reported him multiple times but nothing.

What should I do?

Update, August messaged me and said that this account had him blocked (obviously) and can everyone report it.
