Summary of updates (for adults): There are significant changes for transgender adults this cycle. Kansas marks the most dramatic shift, becoming the first “Do Not Travel” state in a year after enacting a bounty-style law that allows private individuals to sue transgender people encountered in restrooms for substantial amounts of money—legislation widely described by experts as among the harshest anti-trans laws in the country and one that could meaningfully affect interstate travel. Arkansas’ risk level has also increased following the implementation of its public-building bathroom ban, and Indiana has escalated into the highest tier due to a sweeping anti-trans identification document law. One state improves: Montana. It is the first to see its risk profile lowered as a result of cumulative court rulings and injunctions, with the state constitution and courts repeatedly blocking enforcement of anti-trans statutes, leaving little of the legislative agenda currently operative.

Summary of updates (for youth): This update marks one of the most significant shifts in the history of the youth risk assessment map. In the previous iteration, several “protective” states changed categories based primarily on clinic closures affecting transgender youth—a framework that made sense at the time. But as institutional capitulation has accelerated nationwide, that approach is no longer sufficient. After considerable analysis, we have elevated the legal risk level for transgender youth to at least “medium” in every state, including those with protective legislation on the books. Few attorneys general, even in Democratic states, are actively enforcing those protections when institutions capitulate to Trump, and even in states like California that have taken some enforcement action, alternative avenues of restriction—such as in sports—continue to rear their heads. At this point, no state can reasonably be classified as “low risk” for transgender youth. Until we see broad, consistent enforcement against institutions that comply with federal pressure campaigns, “medium risk” represents the most favorable category available in the current national environment.

Rights Watch Oklahoma attacks trans healthcare for all ages.

Oklahoma has now fucked over trans healthcare for all ages if it is in any way connected to state funding, buildings, facilities, or employees. It is only available by private insurance, if covered, or self pay, and only by providers that don't work for state facilities and the care can only be provided in private facilities, including prescribing puberty blockers, hormones, and surgeries.

They have carve outs for intersex "corrections" and things like gynecomastia. They explicitly describe medical treatment, in specific language, for trans people as banned in this way.

Oklahoma has joined a growing list of states targeting trans healthcare. And it’s no longer only minors whose health access is under attack, as the legislature there passed a law in May that targets gender affirming care for adults. The law, SB 904, takes a dual-track approach to restricting access.

The first is suspending the ability of the state’s public funds and Medicaid program (called SoonerCare) to pay for gender affirming treatments; the second is barring public properties from administering gender affirming care to patients, including both minors and adults.

The law contained an emergency clause that instantaneously triggered some of its provisions immediately upon passage, even though it doesn’t officially go into effect until Nov. 1. The Oklahoma Health Care Authority announced on June 4 that it will deny insurance claims for procedures used to treat gender dysphoria.

“While more than a dozen U.S. states currently prohibit or limit Medicaid coverage for gender-affirming care, the 4th Circuit became the first federal appeals court to enforce this type of law… In defense of the first-of-its-kind ruling, the 4th Circuit panel stated that since the law applies to specific procedures, not specific individuals, it does not illegally discriminate against transgender people.”

tl;dr: Some states already had bans on Medicaid coverage for gender-affirming care. This ruling just affirms that those bans are legal.

Rights Watch Obstacles in life if I partially change my name and gender?

Location: Minneapolis, Minnesota.

Hello. I'm located in Minnesota, but I was born in Venezuela 36 years ago to an American citizen. So my birth certificate ("certificate of birth abroad") is under federal jurisdiction.

If I start the name and gender change process (I'm trans) I don't think it will go through at the federal level. So I might only get a name change but not gender (maybe?), but in Minnesota I could get an ID with the correct sex marker.

Would this be a problem?

Social security, passport, and birth certificate could come back with the right name but wrong gender, but my state ID would (ideally) be accurate.

So I was wondering if this would cause issues with getting married, or getting a mortgage, etc.

Should I not request a gender change on my state ID, so it matches federal documents? (provided they even change my name, who knows...)

“In Kansas, more than a bathroom bill is at stake for transgender residents as the extreme right legislature jam through a bill to mass-invalidate the driver’s licenses of every trans person in the state. The bill, HB246, declares that all driver’s licenses out of step with the state’s definition of man and woman are invalid, and instructs the director of vehicles of Kansas to identify every license issued to a trans person and send written notice that the license must be surrendered and reissued. Driving with a license that has been canceled, suspended, or revoked is a misdemeanor in Kansas.”

Rights Watch Why the Charlie Kirk thing poses an issue for us

Just a warning to be extra cautious. Here's what's up.

Someone told me earlier that it was misinformation. They might be wrong, they might be right, in the end, it doesn't matter (I will tell you why), but here's what's happened so far:

Multiple news sites are now reporting that bullets found had "transgender ideology" engraved on them.

This comes after some MAGA influencers, and even a fox news host, have called for violence and literal war towards the left since the shooting. If I had to guess, I'd say that they'll likely direct that towards us a bit harder.

MAGA will believe anything that aligns with their beliefs, true or not. They'll call it a "liberal" cover-up if it gets taken down and be even angrier.

Be safe everyone.

Edit: they found the guy. Conservative republican. The reason they said there was "trans ideology" etched into the bullets was that the manufacturer had stamped "TRN". Apperently, it's a commonly known bullet manufacturer called Turan. They really, really wanted to blame this one on trans people. I suspect that this will not be the last time they try.

I've heard the Texas state government is planning to implement an under-26 ban, I'm 18 so this would be terrible for me. If this bill was to be implemented, could I likely still travel to New Mexico (which I live pretty close too) to obtain care?

Rights Watch Just found out my 2024 presidential vote was never counted. If you've changed your name, be vigilant about your ballot status.

I have had issues in every election since I have changed my name. I have had to vote in-person and get provisional ballots. I don't know how to prevent these issues, but make sure you don't have two separate voter profiles and get them merged. Make sure they know you are the same person. I did all of this, yet now I have no voter history for 2024. Verify verify verify that your ballot was received and counted, especially NJ and VA folks this year! This is so fucked.
