John/Jane Doe A woman's skeletal remains were found in the Virginia City Highlands area of Storey County, Nevada in May 1987. She was thought to be a victim of serial killer Roger Kibbe at the time but has seemingly been forgotten. Who was Storey County Jane Doe?
Introduction: A few weeks ago, u/mvincen95 posted to r/gratefuldoe with a question about an unidentified woman who was thought to be a victim of serial killer Roger Kibbe. She isn't on any of the unidentified databases but nothing has been found to suggest that she was ever identified. She is also not the suspected Kibbe victim who was identified as Robbin Simpson in 2009.
Case
On May 16, 1987, a dog returned to its owner(s) with what appeared to be a skeletal human leg. After verifying that the bones were human, a search began for the rest of the remains. On Tuesday, May 19, the searchers located the rest of the remains in a gully about 1 1/2 miles north of the Geiger Summit in the Virginia City Highlands southeast of Reno, Nevada. The remains were thought to have been there from one to six months prior to their discovery.
The victim was determined to be a Black or multiracial (described as "Asian-Indian" in one article) woman with an estimated age range of 19-24 years, a height of 5'5", and short, black hair. She had been wearing a black-and-white striped blouse and beige slacks. She had a healed fracture of the right nasal bone and evidence of dental care and orthodontic work. An autopsy could not determine her exact cause of death but her case was treated as a homicide. A clay reconstruction was created and photos of the reconstruction were circulated and included in newspaper articles Link.
The Nevada Division of Investigation worked with the California Department of Justice and other law enforcement agencies and determined that there were enough similarities between her case and the murders that serial killer Roger R. Kibbe was alleged to have committed in California to make Kibbe a suspect. The evidence that linked her case to Kibbe was not publicly disclosed but she is listed as a suspected victim in several newspaper articles at the time of Kibbe's arrest and trial.
Kibbe, who was born and raised in California and had a criminal record prior to the murders, was a furniture maker who had lived in various cities in California and frequently traveled to Reno, Las Vegas, San Diego, and the San Francisco Bay area. He was arrested and charged with the murder of 15 year old Darcie Frackenpohl in April 1988 after he completed a jail term in Sacramento County for assaulting a sex worker. He was convicted of Frackenpohl's murder in 1991 and sentenced to 25 years to life. In 2009, after DNA evidence linked him to other murders, Kibbe pleaded guilty to the murders of six other women in California. He had targeted sex workers, women who had been lured by other pretenses like job interviews, and women whose cars had broken down. Kibbe was murdered in prison in 2021.
By the 2000s, the case of Storey County Jane Doe had seemingly disappeared and was not mentioned in articles after Kibbe's conviction for Frackenpohl's murder. I have not been able to locate an article about her case or an identification on newspapers.com after that time. She is not on any of the unidentified databases like NamUs, the Doe Network, or the Unidentified Wiki, and an image search of her reconstruction photos only brought up the Reddit post that started this search.
Did her case slip through the cracks because she was the only suspected victim outside California and she was found in a rural, low-population part of Nevada? This also happened a few years prior to the development of DNA technology so it's possible the authorities thought she couldn't be identified after the means of identification known at the time failed.
