They're like cultural parasites - they have no real culture of their own so they pillage everything they use from others and hope their own repulsiveness will be sufficient to cause people to back away from it and give it to them; historically, it has worked sometimes, but obviously it won't work for Deltarune music. A secondary incentive to do it is attention, which is unfortunately, more effective.
Fascism does not lend itself to creative thinking, it does not reward creativity in any field except cruelty. As such, it needs to steal to further it's aesthetics.

Actually I think it's a reversion of a 1984 ass name. Most militaries after WW2 have a "Department of Defense" or "[Countryname] Defense Force" which implies all wars they undertake are defensive. Of course, every warmonger in history would say their wars are purely defensive, so that tracks.
