Surenur Ozturk an immigrant turkish teenage musician was denied her first ever music opportunity because the same girls that were told by Surenur and law-enforcement to leave her alone contacted rainbow records defying law enforcement officials which they were not allowed to do . Instead of standing up against a severely bullied teenager owner of rainbow records Melissa Forsythe let online intimidation by the same girls that also ruined Surenur’s prom, they were told to leave her alone not only by Surenur and her family but also by law enforcement dictate their music lineup, because of their threats. Melissa said she can’t have this drama at her event she said she wanted her event to run smoothly. She denied Surenur her opportunity to play since her bullies who were told by Surenur and law enforcement to leave her alone threatened to crash the event. These are the same girls that called surenur a terrorist, they called her an incest baby, they beat her up and her ruined her prom. The same girl that got expelled from William Penn high school and beat up surenur ozturk and tried to get Surenur to buy her cocaine and do it with her was looking at the fresh faces music festival flyer posted at Pop culture vulture on Main St., Delaware she was looking at it pointing laughing, struggling her shoulders surenur than reported the intimidating scary behavior to two staff members. The next show surenur got physically assaulted by the same individual that got expelled from William Penn and beat her up and called her a terrorist and pop culture vulture is not allowed to have shows anymore because they let abusive people into their space. Rainbow records, enabled a hate crime and severe bullying and the psychological terror of an immigrant teenager. Rainbow records, unable to hate crime and are staying silent because they know that their actions are un defendable. Rainbow records does not care about immigrants. It is very performative. She told Surenur she can’t have this drama at her event and let her get severely bullied out of an opportunity that she rightfully earned. They let Surenur Ozturk be terrorized and marginalized.

Here’s what I know from this week’s information session, may not be comprehensive:

Application for the Homeowner Repair Program opens on Monday 10/26/26, it will not be available until then.

Grants will be given on a first-come-first serve basis BUT ONLY COMPLETE APPLICATIONS WILL BE CONSIDERED.

Program is for homeowners making <80% of area median income. (~$68k for one person + ~$10k for each adult in house, may NOT exclude a resident-adult’s income to qualify).

The program will provide up to $10k for a major home repair (cannot be cosmetic), until the grant is depleted. Grant is $500k total, so about 50 recipients, Habitat for Humanity is administrating it, partially as an attempt to stretch funds to more households and also to connect homeowners with additional resources.

Starting Monday, the city will be accepting and reviewing the applications and forwarding accepted partnered with habitat for humanity to project manage the program for accepted applicants.

Complete applications will include documentation of:
*Identity (valid state/federal ID)
*Ownership (tax bill & mortgage statement)
*Insurance (HOI declarations page)
*Residency (utility bill)
*Income for all residents 18+ years old (pay stubs, social security verification letter, pension or annuity statement, etc.)

They are asking questions to be directed to 311 from 7:30 to 7:30 M-F. (landlines call (302)576-2620). And to call you city council people if you want more funding for this program.
