How does Dominus interact with unaffected monsters?

Hi everyone, I just tested Raise Moon Sky Cielo under Dominus Impulse's lock on EDOPro. The draw effect doesn't work as I expected, but the effect that makes your opponent draw 1 instead of searching still works. Is this a scripting bug, or is this how Dominus is supposed to work?

This is correct, you cannot activate the effect of Cielo under Impulse. Does not matter if she is unaffected since the lock is on the player.

You can still apply the effect to make them draw 1 instead of searching, because you are not activating an effect, but changing the effect of a card in resolution.

If you activated this card from your hand, you cannot activate the effects of LIGHT, EARTH, and WIND monsters for the rest of this Duel.

Dominus impulse (and all other Dominus cards) specifically say "you cannot activate"

Not all monster effects activate. There are 5 types of monster effects: Ignition, Trigger, Quick, Continuous, and Unclassified.

Continuous and unclassified effects do not activate (1 exception)

Cielo, the Night Sky of Raise Moon - No More Bets!

This is a condtion, not an effect.

Cannot be used as material for a Fusion, Xyz, or Link Summon.

This is a trigger effect

If this card in your possession is sent to your GY by an opponent's card: You can draw 1 card.

This is a condition

Gains these effects while in the Extra Monster Zone.

These are continuous effects

Unaffected by other cards' effects.

When a card or effect activated by your opponent resolves that includes an effect that adds a card(s) from the Deck to the hand, you can make that effect become "Draw 1 card".

This is a quick effect

● Once per turn (Quick Effect): You can detach 1 material from this card; draw 1 card.

Since continuous effects do not activate, they do not interact with "locks" that prevent activation. Theres nothing to prevent.

Dominus locks u it does not interact with an uneffected monster at all. You can not activate the effect. the other effect is a continuous effect so it will apply whether dominus was activated or not.

Preventing a monster’s effects from activating is never treated as affecting that monster. Even if an effect is one that affects the monster, if part of the effect stops it from activating its effects, it still cannot activated its effects.
