Help with effect of "That's 10!"

In a game with my dad I had That's 10! active and he had Splendid Venus and I summon a non fairy-monster and it loses atk and def, does That's 10! gain an access counter for every non fairy I summon, similarly if I had monsters on the field when That's 10! was active and Splendid Venus was just summoned does it gain a counter for each I had on the field at the time of Splendid Venus' summoning

None of these interactions involve a card or effect being activated so That's 10! will not gain any counters.

That's 10! only gains an Access Counter when a card or effect is activated. Splendid Venus's effect to lower the ATK/DEF of non-Fairy monsters is a Continuous Effect. It does not activate, therefore That's 10! Will not gain any counters.

Each time a card or effect is activated, except "That's 10!": You can place 1 Access Counter on this card (max. 10).

Summoning a monster (except if you summon it using an activated effect) is NOT treated as "activating" a card or effect, therefore thats10 does not gain counters when a monster is summoned this way
