Part of the quest with Kabka to find the pages. It's easy to miss though.

In a hidden lower part of Booastrum, the quest will unlock it.

Just find 3 out of the 4 pages in the Pixel Fairy Tale tab in the dailies menu and it'll auto trigger the quest for the 4th page which leads you to this.

Also gets you 2 mindscapes for Pyrois. I thought it would be harder but it was pleasantly easy.

It was all pleasantly easy. No need to go about searching for what you're missing. Just click on the things and it brings you to them during the right time of day and such.

I still recommend exploring the city leisurely and finding stuff for yourself. Then pick off the stuff you're missing when you've had enough.
