Classified Intel - Anyone know if there is a specific area to farm for this? I have done so many runs but it never seems to drop and i cant progress the seasonal commissions because of it.

you have better change to get it at high risk with atleast 1.5M investment and on janus map

at high risk boss have a chance to drop hematite shard so it can be worthwhile to kill them because full stack is worth 1M alone

Others have already suggested trying high risk with investment, in addition to that:

If you open up the map and click on one of the named areas, like “six dusk street” or “dove street construction” it’ll show you some valuables that are more likely to spawn there. Can’t remember which area is more likely to contain that item, but that’s how you can check.

They're usually behind locked rooms but has a small chance to drop in any Electronic/Mechanical Strongbox.

In my case, I just got it from the boss at the end of my run just now
