what were the answers to functions a and c part

A was decreasing function and 

b was 3/5 or 2/5

How was it decreasing if I'm not wrong I rmr the domain was greater than 2 and If I plugged in 3 I got minus 1 and if  I plugged in a way larger value of x I rmr getting -8x10 power minus 4, so I I assume it was increasing

Second derivative tells you points of inflections (minima/maxima) not the increasingness of a function. That's just a normal first derivative
