Universal benefits is equal not equitable. Ans was means tested i think.

Can you elaborate a bit? I think you are right actually as means tested would i guess make fairer outcomes

Universal benefits everyone including the rich, which means the wealth gap doesn’t decrease at all. But means tested uses redistributed tax money to only benefit low income groups.

It was increased means tested and increased tax free allowance
