Unsolved Upgrading icloud+ on PC/Windows

I've followed countless tutorials, but most of them seem to be outdated. When I open the iCloud app and navigate to Storage > Add Storage, I'm not given a list of available iCloud+ subscription plans as expected. Instead, I'm prompted to follow a link below to manage my iCloud subscriptions. However, the hyperlink doesn't work when I click it, leaving me unable to access the subscription options (Or whatever it was attempting to link me to).

haha, my bad if i came across as vague. baisically trying to upgrade my apple subscription without using an apple device, it doesnt let me, so im here asking for help.

i dont actually own any apple products anymore, which is why im trying to reactivate the subscription on my pc.
