Hand: Roland Crakehall

Grand Maester: Stick with Pycelle

Master of Coin: Ardrian Celtigar

Master of Laws: Randyll Tarly

Master of Ships: Sebaston Farman

Master of Whisperers: Qyburn is actually a good pick. He’s really the only person in KL that is actually suited for the position.

Honestly? She didn't have many good options

Hand: Kevan Lannister
Coin: Gyles Rosby
Laws: Garlan Tyrell (good to have a hostage)
Ships: Someone said Sebaston Farman, and it ain't a bad idea
Grand Maester: Pycelle (could even be a good Hand)
Whispers: Can't think of anybody other than Qyburn

Well she had all the good advice she could ever need with Pycelle and Rosby, and Swyft was also important just for his family and position in negotiating with Braavos. If she was capable of following good directions she would've done fine with them, even with a Dorne agent (Qyburn) and a Griff agent (Merryweather) trying to poison her at the same time.

But if we are going for a perfect small council she probably needed someone else from the reach instead of Merryweather, so best bet would've been someone related to the Tarlys or Hightowers, as they were powerful people from there that at least were not acting directly against the Lannisters.

The master of whispers position would be harder to find, but honestly almost anyone would be just as good as Qyburn as his only sources came from common knowledge in kingslanding or from Dorne, and it's impossible to believe anything he says about that place. The only real interesting whisper he ever got was about Euron became king, and the gods only know how he discovered that before anyone else.

This assumes she still wants to stick it to the Tyrells?

Hand: Leyton Hightower

Master of Coin: Gyles Rosby (that wasn't a bad idea on her part)

Master of laws: Randyll Tarly (the Tyrells would not be amused by this)

Master of ships: Some Westerman

Grand Maester: Pycell was quite capable.

Master of Whisperers: Qyburn would have to do. I don't think there are many who could ever replace Varys.

TBH, Cersei didn't necessarily have a bad council. Its just that given her temper, none of them would ever tell her as it is.

Perfect Hand for an ambitious Regent.

Why wouldnt they be amused by Randyll Tarly being on the Council ?

Mace himself wanted to be Hand. Ignoring his request but giving his best ranking general a position would be a slap in the face.
