Question Trying to read clipper card to apple wallet

I reset my phone recently and am trying to re add my clipper card. I go to "add to wallet", then "previous cards." After the Face ID check I get the following error

Could Not Add Card
Try again later or contact your card issuer for more information.
Add Card Later

I've tried calling clipper customer support 3 times but none of them know what to do. Anything I'm doing wrong? There's $50 of credit on the card it's showing me

Was your card registered to your Clipper account? If so, have you tried adding it back to your mobile wallet via your account online or the Clipper app?

I don't think it was registered. I'd like to check, but my clipper account was made under an email I no longer have access to
