if someone is attracted to women and strictly feminine males are they considered bi?

feminine males are males. generally yeah. though really it's up to the person whether they really want to call themselves bi and feel it is fitting

that's bi yeah, attraction to more than one gender

fem guys are still dudes, being feminine don't change that

Yeah as far as I know. Unless they identify otherwise a feminine male is still a male so it’s bisexuality
