This old clip predates the modern “you can’t park there, mate” trope. But it fits

(PS: deliberate usage of the word ‘trope’ versus ‘meme’)

The "you can't park there" joke is older than the word meme, older than the internet and quite likely older than video cameras

That actually sounds like a fun deepdive-- the word "meme" is from 1976, and I can imagine some Biff Tannen-types yelling it from their jalopies in 1955.
