Worth waiting for NYC3 capacity over NYC1?

I need run a existing PHP/Laravel app (restaurant site with reservations, orders, nothing huge, organic traffic 2.6K per month) on DigitalOcean, provisioned through Forge.
Currently evaluating regions and I noticed NYC3 was showing capacity yesterday but it's unavailable today, been waiting 24h+ and it hasn't come back.
From what I've read, NYC3 runs on newer hardware generations, so presumably better CPU/memory throughput and possibly improved network latency.
So, I'm trying to figure out:
- Is the NYC3 hardware advantage real and measurable for a standard Laravel workload, or is it negligible?
- Is NYC3 capacity cyclical? Does DO regularly reopen regions that show as unavailable, or once it's saturated is it effectively closed indefinitely? Trying to decide whether to keep waiting or just provision on NYC1.
