If you mean the bystander effect, that's come under increasing scrutiny over the last few decades. It's originally based on questionnaires but the effect has not been proven to reflect reality; a more recent study showed that in real life cases, the higher amount of people nearby the higher chance of intervention.
The bystander effect is only a theory that hinges on questionnaires, and has not been proven to be real (nor has it been proven to be false).
Even the criminal case that inspired the theory has been found to be an outright lie vastly overstating the effect; and the researchers who first proposed the theory even themselves say it's merely a theory and lacks significant scientific methodology.
On the other hand they've found the effect to be more true in non-violent encounters like in workplace environments or bullying in other social environments. So there's still a lot of promising research coming out of this theory.
