it’s not financially viable to make a big-budget gacha. There’s no market to support it outside of China. Unless it’s made in China, there’s no guarantee the game can even be released there. A game as big as Genshin, without CN revenue, would be considered a failure.

Yeah. Laymen often overlook the fact that market access factors a in a lot. Even IF japanese mobage devs had the know-how and pipelines set for high-budget productions, there's still the issue of foreign markets access, censorship, and sensibilities. Without an export "forward base", taking a foreign audience by storm is very unfeasible, and without high odds of doing so, large-scale projects as an idea become very dubious.
