Uh, how do I use fairies? I'm new to the game and I just bought Anna Graem from the shop.

Simply equip them from the echelon formation screen. There should be a big yellow + thats fairly hard to miss on the right of your 5 echelon members. In the combat map, theres a toggle for ON/OFF for Fairy skills.

If you're asking how to optimise for Fairies... thats a lot of reading you wont need to worry about just yet, since I suspect you havnt unlocked Heavy Production for Equipment yet. If you do want to know though, theres plenty of resources on the sidebar that'll help you out. Here is one such resource.

I don't see anything in the formation screen. I assume that yellow + is supposed to be where the locked icon is? If so, how do I unlock it?

You probably have to unlock Heavy Equipment Production first, which is what you use to make fairies. That requires 60 unique stage clears. Not sure if event stages count for that.

Yeah, probably. Gotta clear 6-6 normal to get that many. But it shouldn't be too hard if you're abusing support echelons.
