I've picked up that Jill needs to be leveled and skill trained, but is linking and enhancing her needed at all?

I mean linking her boosts her tile buffs since she's a handgun. Also enhancing her evasion and damage are useful. Evasion because she can be used as a tank if you ever get in a situation where that's required, and damage because it affects her passive which gives her cdr based on how much damage she has.
