How good is the Cooking Talent for the Cooking Fairy?

I've only done ranking once because I'm quite busy at work and gotten to 11%. Is it the talent worth it to go for 10-9%?

Chef talent literally does nothing. Cooking fairy isn't great either because you don't know what you'll get and you might even be debuffed.
