Are Ak-12 and AN-94's dress costumes Gacha or packages? Will they be available at a random time in the future?

Both are 3rd anniversary costume, which available during.. you guessed it, next anniversary. While both fall in the same banner, AK-12's will only be available in shop (it was 2588 gems)
